Meeting Minutes
Regular Meeting September 21, 2009
Town Office Building – Lower Conference Room 6:30 P.M.
First Selectman Eldredge called the meeting to order at 6:30 P.M. with the following in attendance: Selectmen Palmer, Charette, Lynn Nicholls and residents. First Selectman Eldredge led the Pledge of Allegiance.
Approval of Minutes:
Selectman Palmer motioned to approve the minutes of 9/8/09.
Selectman Charette seconded the motion.

Present to Speak:
No one. First Selectman Eldredge stated if anyone thought of anything to put up their hand at any time.
Correspondence:
A list of correspondence was available at the meeting and in the Selectman’s office.
Public Works:
Lynn said that chip sealing is done. The approximate savings is just under $18,000: $9759 on oil, $3,770 on truck, and $4,470 on stone. A total of $17,799.96; which is a rough figure until the bills come in.
They will start sweeping tomorrow. She would like to meet with First Selectman Eldredge to go over numbers for Turnpike Road and have it asphalted.
The got the mower back today. Lynn wants to make sure it is good to go before it goes on the road. They are behind in mowing. So far the chip seal route, Moose Meadow, Turnpike and Jared Sparks Roads have been done.
First Selectman Eldredge said that the agreement has been signed and we should be ready to move along with the bypass road for the Kechkes Road Bridge removal and replacement.
Lynn said that there have been some problem areas along Spak Road and Ashley Lane. Someone has made trails and have been riding dirt bikes, quads and go-karts. She has contacted Troop C on this and will put up some signs.
New Business:
- Discussion of request for grading Town property at bus lot:
Ruby Road Development, LLC is looking to grade into the property line at the bus lot, as part of the permit for their business. Karl Acimovic was present to discuss the plans. First Selectman Eldredge asked if they do this, will it be a benefit to the Town? Karl said that the Town can accept the proposal, and comply to the following 4 conditions:
1. They must stabilize all slopes.
2. The grading must not impact the road leading to the upper level.
3. Trees must be planted along the property line to provide complete and consistent coverage.
4. The Town will get the material that is removed from the property.
First Selectman Eldredge motioned to permit Ruby Road Development, LLC to grade areas of the Town property to grade lines that they show on plans dated 3/18/08 with the conditions that any material removed stays with the Town; the tree plantings on the property line will be 6’ – 8’ white pines at approximate of 10 feet spacing with maintenance of trees required (similar to the plantings of the Willington Senior Center); the grading should not interfere with the current roads to the upper level, the embankments will be stabilized. Before plans are finalized, they must be finalized with the Town Engineer to be sure the plan is adhered to.
Selectman Charette asked to clarify that Susan said this would improve the slope that was exposed sandy soils? Karl said technically it is stable and currently there is no sign of erosion because it is so permeable that anything that falls goes right through. It will be an improvement.
Selectman Charette seconded the motion.

- Award Grant Administrator for Kechkes Road Bridge Replacement project
First Selectman Eldredge motioned to award the Grant Administration for Kechkes Road Bridge replacement project to L. Wager for the sum of $3,500.
Selectman Palmer seconded the motion.

- Review and sign into confidentiality agreement with State of Connecticut and Census Bureau
The State would like to enter into an agreement for local update of Census. The state does not have the records readily available, and is requesting assistance from the Town. They are asking that prior to October 1, we sign the confidentiality agreement for our jurisdiction. This will allow the State, upon wishing to appeal an address the ability to contact the jurisdiction for supporting documentation with respect to that specific address.
First Selectman Eldredge motioned that the Board of Selectmen authorize the First Selectman to sign into the confidentiality agreement with the state.
Selectman Palmer seconded the motion.

First Selectman Eldredge motioned to add item D to new business for property tax refunds

First Selectman Eldredge motioned to approve a tax refund of $151.33 from the Grand list of October 1, 2006 and a refund to $281.09 from the Grand List of October 1, 2007 to Automotive Rentals, Inc, 9000 Midlantic Drive, Mt. Laurel, NJ; Reason: refund credit for vehicles sold.
Selectman Charette seconded the motion.

Good & Welfare:
First Selectman Eldredge stated that the stove has been donated to Tri Town Youth Football and Cheerleading Association. They are a 503 non profit Organization.
Selectman Charette congratulated the Park and Recreation Commission on receiving the STEAP Grant for the ball fields on River Road. This should cover the rest of the work that needs to be done there.
First Selectman Eldredge accepted a motion to adjourn the meeting at 7:03 P.M from Selectman Charette.
